The best I can recollect it was found in Harney County Oregon which would lead one to believe it might be Paiute. Approx 1 1/4" dia. small side hole is 3/16" large is 3/8"

Could also be a worn out pivot or "hand hold" from a firebow. The one in this picture is wood, but most were stone or antler.
