Not a knife but it is a sharp thingy

Mom sent a box of my dad's trinkets, tie clasps, key chain medallions, this caught my eye. I'm guessing it is a finger nail clipper for babies. Inch and half long but it won't clip my nails. Must have meant something to dad perhaps.

Definitely a nail clipper.

I have one by Henckels, they look pretty but don't cut nails very well ::td::
