Knife ID - Fist w/ 3 arrows?

My brother found this while alking into the woods to hunt.
Any help would be appreciated.
The tang says Solingen zGermany 13109

Levine says it is Precise (International), dating from 1954 to present. He also says Voos and Schlieper as agent for Wenger (1954-1966).
Not sure I completely understand which it is, but that is what it says on page 71 of the 4th edition.
