Help identifying an old Ink Eraser

I bought this for $18 in a booth and they had it marked as a letter opener. I wasn't for sure exactly what it was, but I knew it was old and I had a pretty good feeling it wasn't a letter opener by how thin the blade is. Did some digging, and found out its an ink eraser. Circa 1900? I'm having a hard time dating it. As you can see from the picture, the first part of "Sheffield" has worn off, which is a shame. But I think this is the point of manufacturing, not the manufacturer's name. I believe the anchor and the letters J.R. and Co is for J.R. Hopkinson. But everything I have seen from them is marked J.R. and sons. Does anyone have any ideas?
