I have one very similar but the wing nut has a piece missing.
Mine has 9 bits with it.

Do you have any idea what they were called?

The folks I've known who used them generally described them as "pocket tool kits". I used to know a guy who had one labeled in Russian, but made in Germany--he picked it up while part of the Polar Bear Expedition in 1918-1919.
