Otter knife from Germany

Maybe you guys can help me out here.
I got this last weekend at a flea market.

It is 3-1/2" with ebony handles.
Steel liners & bolsters.
The blade is etched with an otter on it with the word "OTTER" beneath the pic.
I cannot quite make out the tang stamp.
Perhaps someone more familiar with the German companies can make it out.
The blade has been heavily etched by something, I think rust.

Anyone have any ideas as to the maker?

Looks to be Gebr. Berns, who had an otter trademark. Goins lists them 1840-present. ::tu::

a search for "german otter knife" turned up these in the top 5. otter messer (knife) co. solingen germany. same blade trademark,
